II December 1995 Mr. Wlllis A. Carto Certified Mall No. Z l3« 896 907, return THE SPOTLIGHT receipt has been requested. 300 Independence Ave., S.E., Washington, D.C. 20003 Dear Mr. Carto: Attached hereto you'll find the following: (1)A copy of my letter of 2 October 1995 to Editor Vince Ryan; (2) Copy of an article titled "National Sales Tax" by David Hudson from the December II, 1995 issue of SPOTLIGHT. My attached letter of the 2nd of October speaks for itself. However, notwithstanding that letter, nevertheless, the article by David Hudson extolling the virtues of that concept appeared in the latest issue of SPOTLIGHT. Mr. Ryan has never re- sponded to my letter to him of the 2nd of October. Based on Mr. Ryan's refusal to respond to my letter, further compounded by Mr. Hudson's arti- cle on a National Sales Tax, 1 would appreciate from you, as originator of SPOTLIGHT, answers to the following questions: (1) In light of the PACT that none of the money collected by the IRS in payment of federal income taxes goes toward the operation of the Ped- eral Government in the District of Columbia, why is SPOTLIGHT promoting a National Sales Tax as an alternative to our present fraudulent system, inasmuch as we obviously don't need an income tax system?; (2) Why has SPOTLIGHT not reported on Peter Kawaja's documented ac- cusations about the "Gulf War Syndrome" against the United States Govern- ment supported by evidence obtained by him through the "Preedom of Infor- mation Act"?;
