28 December 199* Mr. Willis A. Carto THE SPOTLIGHT 300 Independence Ave., S.E., Washington, B.C. 20003 Dear Mr. Carto: I'm probably the only reader of SPOTLIGHT who knows why V±nce Ryan chose to run the article about Nord DavJLs under "Liberty Lobby .Reports" at this point in time In the December 25th Issue titled "Shame On Hord". Having not seen Nord's article in the Summer arid Fall 1995 issue of his publication "Flying Colors", I'm not in position to remark one way or the other about what Nord said in his article. However, one question that comes to my mind is, why did Mr. Ryan wait so long after that Issue in "Flying Colors" before he decided to challenge Nord? Could it be chat he chose to run it at this time because of my recent letter to you of the 11th of December wherein I complained about the SPOTLIGHT'S sup- port of a new income taxing system, notwithstanding that I presented to you evidence that none of the money collected by the IRS in payment of income taxes goes toward the operation of the Federal Government in the District of Columbia? I've been a long time reader of the SPOTLIGHT, and find it to be a very informative publication. In fact, I admire the recent stand that the SPOTLIGHT has taken on the Bosnian fiasco on pages 10 and II of the December 25 Issue; your opposition to NAFTA and GAIT; your continuous op- position to the ADL; your support of Michael New; your dedication to al- ternative health issues, and on and on. Therefore, when the SPOTLIGHT refuses to publish information of such importance as to factual evidence that the income tax collected by the IRS doesn't go toward the operation of the Federal Government; and why also it has yet to report on Peter Kawaja's action against the United States Government relating to the "Gulf War Syndrome" on evidence obtained by him through the "Freedom of Information Acs", I naturally wonder why and whether SPOTLIGHT is truly the Populist publication I have been led to believe it is. If Dave Hudson will research the history of the Internal Revenue Service as Nord Davis suggested. I'm sure he will also come to the same conclusion, and that is the IRS is indeed a private corporation. There is more than sufficient evidence to support that opinion, not to even mention that Internal Revenue Commissioner Margaret Richardson during an interview with Senator John Glenn of Ohio, who is the Chairman of the Senate Governmental Affairs Committee, subtly admitted chat the IRS is a corporation. However, as serious as that is, Mr. Hudson is entitled to his own opinion as to whether or not the IRS is a private corporation, as you are also. However, for SPOTLIGHT to ignore the FACT that the tax money is not used by the Federal Government and that extremely hard evidence exist showing chat che United Nations Agency for International Develop»ent is the Principal, financed and funded by the IRS, that col- lects the income tax money from the IRS and turns it over Co che United Nations for use against the American people whom are being used by the United States GovernmenC in che Discricc of Columbia chrough deception and fraud to finance their own destruction, is inexcusable and a lack of honest journalism your readers have been accustomed to receive from the SPOTLIGHT in the past. page I Exhibit "M"
