cember II, 1995 issue of fflB SPOTI.IQHT, I wrote to Mr. Hillis A. Carto,
who is the originator of SPOTLIGHT. Therein I voiced my objection to Mr.
Hudson's article, and at the same time brought to his attention Vince
Ryan's failure to respond to my letter to him of October 2, 1995. My
letter to Mr. Carto is attached hereto and marked as Exhibit 'K". Mr.
Carto responded to that letter, and a copy is attached hereto marked as
Exhibit "L". In that response, which is really not a response, inasmuch
as he fails to respond, or even remark about anything relating to the
issue of "income tax* and Peter Kawaja's findings about the "Gulf War
Syndrome Illness', he nevertheless assures me by a postscript on the
bottom of his note that the IRS IS part of the government and not a pri-
vate corporation. Having an occasion on 28 December 1995 to again write
to Mr. Carto, I informed him that during an interview with Senator John
Glenn of Ohio, Chairman of the Senate Governmental Affairs Committee,
that Internal Revenue Commissioner Margaret Richardson subtly admitted
that the IRS IS a private corporation (Exhibit "M'); nevertheless, he
ignores that FACT. in his response (Exhibit "N") to me of January 8,
1996, wherein he states the following: "Now, if you wish to believe that
the IRS is not part of the government, go ahead, but it is a silly thing
to believe.' In follow up to his letter to me of January 8, 1996, I re-
sponded with a three page reply (Exhibit '0') in detail and provided him
with the information about Peter Kawaja, including his recent formation
of the international Gulf Mar Illness Coalition (Exhibit 'P'). My re-
sponse is too lengthy to remark about herein, so I suggest, Ted, that
you carefully read Exhibit '0' attached hereto.
